JOB PURPOSE:

Develops policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Prepares personnel forecast to project employment needs

· Analyzes wage and salary reports and data to determine competitive compensation plan

· Team Member Relations

              -Work with Supervisors and Managers in all departments on issues such as         progressive discipline, attendance verification, handbook interpretation, staffing       issues, modified duty assignment, termination issues, promotional opportunities

              -Team Member contact on issues such as discipline, handbook interpretation,     benefits, pay, counseling, termination

· Budget

              Develop budget for upcoming year for all department expenditures

· Benefits

              -Serve as plan administrator for all benefit plans

              -Work with Broker on plan issues, renewals, planning and education

              -Sign off on all invoices for payment.  Verification of costs ultimate responsibility

              -Work with carriers to resolve issues

· Property and Casualty

              -Work with Broker on plan issues, renewals, planning and claims

              -Sign off on all invoices for payment

· Hiring

              -Track need of new hires vs turnover and newly created positions

              -Post/Advertise for all administrative and salaries job openings.

              -Perform all functions through hiring

· Supervise

              -Assistant Manager of Human Resources

              -Payroll Specialist

              -Hiring Specialist

              -Benefits Specialist

              -Human Resources Clerk

· Monthly Reporting

              -Staffing (full time and temporary)

              -Work Hours (full time and temporary)

              -Medical Self Insured Expense vs Attachment Level (Total Liability)

              -Staffing Plan vs Actual

              -Employment Requisition Tracking

· Salary Administration

              -Set new wage rates based on budget

              -Initiate, follow up on and process salaried performance reviews

              -Participate in wage and benefit surveys to assure consistency in these areas with             community

· Communication

              -Communicate issues to Senior Management

              -Assure communication to plant personnel

QUALIFICATIONS:

Education, Competencies and Experience

To perform the job successfully, an individual should have the following education, competencies and experience

· 4 year degree in related field
